What are the laws on a 24 year old dating a 16 or 17 year old in Canada?

All that is absolutely correct, except that the law only covers ual contact. It doesn't apply to dating, which is not illegal at any age (although someone in a position of trust as you described would still get into serious professional trouble for doing so and probably lose their medical/teaching license).
