How should I tell him I'm not interested?

a guy in the same grade as me (I know he likes me) recently checked me out and lifted his eyebrows up and down to show his interest in me, but I don't like him back. Please give me suggestions on how to tell him I'm not interested without sounding like a btch. (serious answers only)
