Can dogs see in the dark?

Or only cats? My dog was upstairs.. And my mom was trying to call him to come down stairs but he didn't so she shut the door to the stairs and he came down a few seconds later and it sounded like he ran into the door cause he couldn't see or something else. Can dogs really not see?
